The aims and the objectives of the European Union. The aims and the objectives, which
pursuant to article 2 EC Treaty the European Union has, are the following: the
advancement of the harmonious, balanced and sustainable growth of economic
activities, the achievement of a high standard of employment and social protection,
gender equality,viable and non-inflationary growth, the high rate of competitiveness
and the convergence of economic performances, the protection and enhancement of
environment quality, the rise of the living standard and the quality of life, economic
and social cohesion, and the solidarity between the states. The aforestated targets-aims
constitute also the ratio legis (the cause and the aim of the law) of the arrangements,
which are to follow and to be set forth in the understated. In articles 3 and 4 EC Treaty
as means for the implementation of the aims of the European Community are provided
the abolition of the tariffs and quantitative restrictions, a common commercial policy,
an internal market, which will be characterized by the movement of goods and persons,
a common policy in the area of agriculture and fisheries, a common policy in the
transport sector a regime of free competition, a policy in the social sector, the
strengthening of economic and social cohesion, a policy in the environment area, the
strengthening of the competitiveness of the community industry, the advancement of
research and technological development, the development of trans-European networks,
the attainment of a high standard of health protection, the contribution the development
of education and the cultures of the member states, a policy in the area of the co-
operation for development, the connection with overseas countries and the promotion
of development, the enhancement of consumer protection, the adoption of measures in
the energy, civil defence and tourism sectors, the establishment of a common economic
policy, which will lead to the introduction of a single currency and a single monetary
and currency policy and the harmonization of domestic legislations with community
law, which is principally attained through the issue of directives and the compliance of
vthe member states therewith through the enactment of laws. Elements of the internal
or common market are the four fundamental community freedoms: the freedom of the
movement of goods, the freedom of the movement of persons, the freedom of the
movement of services and the freedom of the movement of capital. The Maastricht
