                   The  aim    of  Law  1650/1986,  as  determined  in  art.  1,  par.  1,  is  the  enactment  of
                   fundamental norms and the establishment of criteria and mechanisms for environment

                   protection, so that the human being, as an individual and as a member of the social

                   body,  live  in  a  high-quality  environment,  in  which  his  health  be  protected  and  the
                   development of his personality be favoured. Environment protection, being as it is a

                   fundamental and integral part of the cultural and development process and policy, is

                   primarily implemented through democratic planning.”
                   From this provision there could be inferred the conclusion that the legislator, during the

                   enactment of the provisions of Law 1650/1986, had a purely anthropocentric orientation
                   and  aimed  at  environment  protection,  mainly,  as  a  means  for  the  safeguard  and

                   enjoyment  of  other  human  values,  namely,  human  health  and  personality.  Its
                   combination,  though, with the provisions of par. 2 of  art. 1, wherein the protective

                   purpose of the law is concretised through the enumeration of the more specific objects

                   of protection renders manifest that the environmental goods enjoy also independent
                   protection, yet always having as their standard their character as elements of the the

                   human being’s living space.
                   “In particular, the basic aims of the law are the following:


                       i.        The  prevention  of  pollution,  and,  in  general,  of  environment

                                 degradation,  and  the  adoption  of  all  the  necessary,  for  this  purpose,

                                 measures.
                       ii.       The safeguard of human health from the various forms of environment

                                 degradation, and in particular, from pollution, and nuisances.
                       iii.      The  promotion  of  the  balanced  development  of  the  national  space

                                 overall and of the individual geographical and residential units also by

                                 means of the rational management of the environment.
                       iv.       The safeguard of the possibility of the renewal of natural resources and

                                 the rational exploitation of the non-renewable or scarce ones in relation
                                 to the current and future needs also having environment protection as

                                 their standard.
