                                Έκθεση επί Μεταναστευτικών και Προσφυγικών Θεμάτων


         A.- Further to the foregoing relevant document (a), by virtue of competence, we hereby bring to your cognizance
         the following:

         1.- Our long-year efforts, for the manifestation of measures of organisational and coordination character, in
         accordance  with  the  two  National  Action  Plans “NATIONAL  STRATEGY  ON  INTEGRATED  BORDER
         MANAGEMENT 2014 - 2020” and the “NATIONAL ROAD MAP ON ASYLUM AND RETURNS”, were at
         first affected  by the unprecedented refugee / immigration challenge of the year 2015 (-911,471- arrests in the
         12 months of 2015 in relation to -77,163- arrests in the 12 months of 2014).

         Despite the signature of the European Union – Turkey Joint Statement of the 18  of March 2016 which brought
         about the significant decrease in  the gross  migratory flows to (204,820) in the year 2016, to (68,112) in the
         year 2017 and to (93,367) irregular immigrants in the past year (2018), the continuation of the immigration
         pressure  exerted  pressure  to    the  reception  and  asylum  conditions,  which  in  conjunction  to  the  following
         domestic  legal  and  financial    technical    procedures,  led  to  delays  in  certain  time-frames  of  actions  under
         implementation.

         The  government  apparatus  coped  with  adequacy  to    the  management  of  complicated  organisational  and
         humanitarian problems, which arose pressingly for immediate solution from the stay of a large number of aliens
         in open accommodation structures which are already situated all over mainland Greece, a fact which creates a
         series of difficulties at a central and local level, and yet  with the smooth cooperation and the joint attempts of
         contribution of all the co-competent government  bodies, international organisations and  cooperating  non-
         government organisations (NGOs) the situation  is manageable.

         In  our aforedescribed effort, our aidor has been the European funding of the ordinary Multiannual Programs of
         the ISF and AMIF Funds (of the year 2018), of the New Funding Period 2014 - 2020, as well as the funds which
         were spent for the strengthening of the efforts committed  by Greece for the treatment of the phenomenon of
         irregular immigration, cooperating  to this end  with the co-competent Ministries and other competent bodies.

         2.- In particular, as to each Question posed we hereby inform the following:
         Question 1:
         The number of arrests of refugees / irregular immigrants in the year 2017, at a national level, showed a decrease
         of the order of -66.75% (-68,112- arrests in 2017 in relation to -204,820- arrests in 2016) and there were issued
         (-28,810-) of return/deportation orders  with detention.

         Questions 2 and 6:
         In TABLES which are stated herein there appear the existing detention facilities in the regions of Evros, the
         Northern and Southern Aegean, the Region of Attica and in the rest  continental country, as well as their capacity
         and the time of their operation, as well as the total number of the administrative  detainee aliens in the Aliens’
         Pre-Removal Detention Centres, how many of them were asylum applicants and how many  unaccompanied
         minors, for the years 2017-2018 (ANNEXES 1, 2, 3).
