         Questions 3 and 4:
         (a) The displacement of migratory flows from the region of Evros to the marine borders of our country eastwards
         (especially from July 2015), had as a result  the handling with great difficulty of the  management of gross
         migratory flows in the Northern Aegean, through the operation of the Aliens’ Pre-Removal Detention Centres
         of Lesvos and  the former   Nationality Identification Centres for  Aliens of Samos, Lesvos and Chios, while the
         non-existence of appropriate reception and detention structures in the region of the Southern Aegean rendered
         difficult the management of the newly entering aliens.

         Owing to the continuation of the migratory pressure and the issues which arose on a daily basis for management,
         with the most significant of which being the detention of irregular immigrants with an economic profile   which
         even though there has been imposed the restrictive term  of their non-departure from the island where they are
         situated, until it is judged that they will have to return to Turkey (review of asylum applications, lodging of legal
         remedies), they, during their free stay in the island, showed delinquent behaviour (thefts, threats - insults, causing
         of  bodily  harms,  etc.),  but  also  the  need  of  the  detention  of  the  aliens  whose  application  for  international

         protection is dismissed by the Asylum Agency (of the 1  instance) or their appeal  is dismissed by the Appeals
                            nd
         Committee (of the 2  instance), the Aliens’ Pre-Removal Detention Centre was also re-established and has  been
         operating in the island of Kos, of a capacity of (500) persons.

         Taking into consideration  the periodical observations of the European Committee for the Prevention of Torture
         and  Inhuman  or  Degrading  Treatment  or  Punishment  (CPT)    and  of  other  International  and  European
         Organisations to our Country, there was continued the operation of eight (8) Aliens’ Pre-Removal Detention
         Centres: of Amygdaleza, Tavros (24, P. Ralli Street), Corinth, Drama (Paranesti), Xanthi, Orestiada (Fylakio),
         Lesvos and Kos, laying emphasis - priority to the securing  of the reception and state conditions, in a decent
         living environment.


         (b) The aforementioned spaces have been operating with the absolute observance of the safety and hygiene rules.
         They  are  entrusted  with:  (a)  the  care  for  the  nutrition,  cleanliness,  clothing,  medical  examination  and  the
         transport of aliens to hospitals or health care centres, (b) the cooperation with the co-competent Authorities,
         Agencies and Bodies with  the aim of the provision  of medical-pharmaceutical  care, psychosocial  care  and
         consulting support to persons who are under detention and (c) the care for the interpretation, in the cases where
         such  is required. […]
         Besides the foregoing, in all the detention areas relevant sheets  have been posted at visible points and the
         detainees are served with “Fact Sheets”, via which they are informed, in a language which they understand, on
         their rights with regard to the detention and the  asylum procedure.
          It is noted that with regard to their detention the unaccompanied minors, are under the status of protected
         guarding,  absolutely    provisionally  and  until  their  transport  to  structures  of  the  Hellenic  Police,  always  in
         specially  formulated  areas  and  not  together  with  other  adults,  and  subsequently  pursuant  to  the  standing
         legislation must be transferred in cooperation with the National Centre for Social Solidarity (EKKA) and Non-
         Government Organisations (NGO’s), to appropriate open accommodation  structures, with the  sole criterion
         being the best  interest of the child.
