I. Article 2 of L. 4455/2017

Pursuant to Article 2 of L. 4455/2017 it is provided that: “1. The National Stevedores
Register (‘NSR’), which was established by L. 4093/2012 includes two (2) levels: a)

Register A´ (Introductory), b) Register B´ which is subdivided in the following registers:

aa. Register B´- Port Stevedores Register, bb. Register B´ - Land Stevedores Register
and cc. Register B´ - Register of Holders of an Operating Engineer Licence. 2.a.

Register A´ concerns the persons who perform loading and unloading operations of
paragraph 1 of article 1, with the exception of the operation of loading and unloading

equipment and vehicles, the handling of special or dangerous cargoes and the

performance of specialized loading and unloading operations, which are performed by
the stevedores registered in Register B´. b. Register B´ - the Port Stevedores Register

concerns the persons performing the specialized loading and unloading port operations
or the loading and unloading of special or dangerous cargoes at the port. c. […] 3. The

registered in Register B´ - Port Stevedores Register, Land Stevedores Register and in

Register B´ of Holders of an Operating Engineer Licence perform the “specialized
loading and unloading operations” and handle the “special or dangerous cargoes” as

per case, as they are specified in the following: a. As “specialized loading and
unloading operations” are meant the loading and unloading operations which are

performed at a large height, hull operations, the crane loading and unloading
operations of connection / disconnection, the guidance of crane operators, the cargo

tallyman operation and other operations which are linked to the loading and unloading

which involve a high risk of incurrence of an accident or pollution, including the
mooring of ships and vessels. b. […] 4. a. For the registration in Register A´ it is

required that in the person of the applicant the following requirements are fulfilled
cumulatively: aa. He is a Greek national or an alien of Greek descent or a member-

state national of the European Union or a third-country national who is included in the

scope of application of Directive 2003/109/EC of the Council of the 25 of November
2003 and to whom there has been granted a residence permit with the right to work.

bb. He has completed the 18 year of his age. cc. He is healthy, on the basis of a medical
certificate from a public service or a doctor of a public hospital or a private doctor

contracted with the National Organisation for Health Care Provision [EOPPY] and

dd. He has not been convicted or he is not under penal prosecution for the offences of
